Overall Job Purpose

What you will do:

1. Strategy and Vision

• Actively supports the values of Johanniter and shapes his/her work according to these values
• Contributes to the development and implementation of the global strategy of Johanniter International Assistance within his/her area of responsibility, ensuring that construction and infrastructure programming reflects JIA’s broader humanitarian and development objectives.
• Supports the implementation of the country strategy in his/her area of responsibility in line with the global JIA strategy, with particular attention to climate-resilient and disaster-risk-informed infrastructure design.

3. Technical Engineering, Design and Quality Assurance

• Leads the technical assessment, site survey, and engineering design of all JIA construction and rehabilitation projects, including health facilities, WASH infrastructure (boreholes, water supply systems, latrines, hand-washing stations), community buildings, and emergency infrastructures.
• Prepares and reviews architectural and engineering drawings, technical specifications, Bills of Quantities (BoQs), and cost estimates for all construction works in compliance with Mozambican national standards, Sphere standards, and donor requirements.
• Ensures that all construction designs incorporate climate and disaster resilience principles, including cyclone-resistant construction techniques, flood-proofing measures, and materials appropriate to Cabo Delgado’s hazard profile.
• Conducts quality control and quality assurance throughout the construction cycle, from foundation to completion and handover, ensuring that works conform to approved designs, specifications, and JIA quality benchmarks.
• Develops and maintains construction standards, technical guidance notes, and engineering templates for use by JIA and partner organisations across programme areas.
• Provides expert technical advice to the Programme Managers, and Senior Programme Coordinator on engineering and construction matters relevant to programme design and implementation.

4. Project management and implementation

• Manages the full construction project cycle in accordance with the rules and standards of the donor and JIA, ensuring compliance with established technical, financial, and procurement standards.
• Prepares and maintains detailed construction work plans, Gantt charts, and site-level implementation schedules, ensuring that works progress according to agreed timelines and within approved budgets.
• Works in close coordination with the Senior Programme Coordinator, Programme Managers, Logistics, and Finance teams to ensure that construction procurement processes are completed in a timely, transparent, and cost-effective manner, in compliance with JIA and donor procurement guidelines.
• Supervises and monitors the performance of construction contractors and sub-contractors, conducting regular site visits and progress meetings to assess quality, safety, and schedule adherence.
• Prepares and reviews contractor payment certificates, site inspection reports, variation orders, and final handover documentation, ensuring accuracy and proper authorization at each stage.
• Plays a key technical role in JIA’s humanitarian response to sudden-onset emergencies in existing or new areas of operation, including leading rapid technical assessments and delivering timely and efficient emergency construction activities.
• Ensures the preparation and submission of construction completion certificates, asset registration documentation, and facility handover records for all completed works.
• Maintains comprehensive construction site records, including daily site diaries, materials testing records, photographic documentation, and as-built drawings.

5. Monitoring, Evaluation, Accountability, and Learning

• Ensures all construction projects are implemented in accordance with designated log frames, technical indicators, and performance targets, in close coordination with the Senior Programme Coordinator and PMEAL team.
• Contributes to the development of robust PMEAL plans, technical log frames, and progress indicators for infrastructure and construction components of JIA programmes.
• Conducts regular site-level monitoring and technical review meetings with contractors, community representatives, and programme staff, documenting findings and agreed corrective actions.
• Ensures that all construction project data, including quantities, costs, beneficiary numbers, and geographic coordinates, are entered accurately and timely into JIA’s Information Management Systems and any relevant cluster or government databases.
• Documents lessons learned from construction project implementation, including technical innovations, contractor performance issues, and community feedback, and disseminates these findings to inform future programme design.
• Provides technical input to project progress reports, donor reports, and any other programme documentation as required by the Senior Programme Coordinator and Programme Managers.

6. Representation, liaison and coordination

• Represents JIA in technical working groups, engineering and shelter cluster meetings, and other coordination forums relevant to construction, infrastructure, and WASH at district and provincial level.
• Develops and maintains productive working relationships with relevant government authorities, including the Provincial Directorate of Public Works, district administrations, and health facility management, ensuring that construction works are aligned with national standards and formally approved by relevant authorities.
• Liaises with WASH cluster partners, UN agencies, and other humanitarian actors on technical construction and infrastructure matters, sharing lessons learned and contributing to the development of shared technical standards and protocols.
• Accompanies visiting donors, JIA Head Office staff, and technical advisors to construction sites, providing clear and accurate technical briefings on project progress, quality, and challenges.
• Expands JIA’s network with relevant stakeholders from government, civil society, and the private construction sector in Cabo Delgado Province.
• Communicates and coordinates effectively with other departments within JIA, particularly WASH, Health, Logistics, Finance, and PMEAL teams, to ensure integrated and efficient programme implementation.

7. Needs assessments and Feasibility Studies

• Leads technical site assessments and feasibility studies for proposed construction and rehabilitation works, evaluating soil conditions, site accessibility, available materials, environmental risks, and community needs.
• Conducts rapid technical assessments in emergency contexts to determine the most appropriate and cost-effective construction response, considering time constraints, security conditions, and available resources.
• Ensures that all needs assessments and feasibility studies are participatory, incorporating the perspectives of beneficiary communities, local authorities, and relevant technical stakeholders.
• Analyses assessment data to inform construction project design, technical specifications, and investment decisions, and ensures that findings are documented and shared with relevant stakeholders.
• Contributes to the development of construction project proposals and budgets based on assessment findings, technical specifications, and accurate market price data.

Capacity Building and Technical Support

• Identifies capacity-building needs among JIA programme staff, partner organisation technical staff, and community-based committees, and facilitates relevant on-the-job coaching to strengthen technical and supervisory skills.
• Provides training and mentoring to Site Supervisors on technical standards, quality control procedures, site safety, and construction documentation.
• Supports partner organisations with technical guidance on construction standards, BoQ preparation, contractor management, and quality assurance, building their long-term technical capacity.
• Communicates regularly and effectively with field staff, programme Managers, and the Senior Programme Coordinator to maintain alignment and efficiency in construction programme delivery.
• Complies with organisational standards and applies and adheres to Johanniter Security Rules, Guidelines, and Standard Operating Procedures (SOPs) at all times. Takes responsibility for the strict adherence of construction team members and contractors to site safety rules.

8. Human Resource management

• Manages Construction Assistants and Site Supervisors and ensures they are equipped with the necessary work tools, job aids, and technical guidance to fulfil their responsibilities effectively.
• Assesses staff training needs and develops a capacity development plan in collaboration with the Senior Programme Coordinator and HR department.
• Conducts regular staff performance appraisals and, together with the Senior Programme Coordinator, develops and supports performance improvement plans where needed.
• Implements HR policies and procedures in collaboration with the HR department, including facilitating staff orientation and induction, managing leave and attendance, and handling disciplinary matters in line with JIA policies.
• Ensures compliance with JIA’s Code of Conduct and all applicable organisational policies among supervised staff.

9. Reporting

• Prepares and submits weekly site progress updates, monthly construction progress reports, and quarterly and annual donor reports to the Senior Programme Coordinator and PMEAL team in a timely and accurate manner.
• Ensures that all construction reporting includes accurate quantitative data, photographic evidence, beneficiary figures, geographic data, and financial expenditure information.
• Coordinates with Site Supervisors, Construction Assistants, and community-level structures to gather necessary field data for reporting purposes.
• Reviews and verifies data accuracy with support from the PMEAL team before submission to the Senior Programme Coordinator and Programme Manager.
• Prepares technical construction presentations and briefings for donors, government counterparts, and JIA staff as required.
• Maintains a comprehensive database of construction project activities, outputs, costs, and achievements, and generates analytical reports as needed.
